In the U.S., an HOA can sometimes restrict street parking, but not always. The key issue is who owns or controls the street. Everything depends on whether the streets are public or private.
In short, HOAs can control parking only on private streets. On public streets, they usually have no authority, even if their rules say otherwise.

Street parking rules depend on who controls the road. An HOA’s power is never automatic; it must come from the governing documents and from whether the road is private or public.
Private streets: If the HOA owns or is responsible for the road, it may create and enforce parking rules. This authority usually appears in the CC&Rs (the community’s main contract). Rules may limit long-term parking, block oversized vehicles, or require permits, as long as they are reasonable, uniformly enforced, and not discriminatory.
Public streets: Roads maintained by the city or county are controlled by local government. An HOA generally cannot ban or fine for parking on public streets unless the CC&Rs clearly create a homeowner obligation that does not conflict with public law. Most states do not allow an HOA to override traffic laws or impose HOA-only restrictions on government property.
If unclear, check: CC&Rs, the plat map (shows ownership of roads), and city public-works records. These confirm whether any street restrictions are legally valid.
